Complete the UI package-repository governance cutover after the runner-pushed Histoire foundation was proven on main.

This PR intentionally emits the new context while the old required-context rule still blocks merge. Its runner-owned
pr-Npreview and close cleanup will be verified before Cloudflare automatic Git deployments are disabled and the repository rule is switched to the new context.Risk and rollback
The code change is limited to job identity and release concurrency. Until cutover, Cloudflare automatic builds remain enabled. If runner preview fails, keep the provider lane enabled and revert this PR; if settings migration fails, restore the exported ruleset before merging.
