Coverage audit by package: internal/cli is the outlier — ~6291 src / 1088 test LOC, 8 test files for 27 source files; most cli tests are wiring tests, and ~20 of the actions_*.go command bodies have no direct tests (tracker ingestion, publish paths, ledger rendering, etc.). cmd/devagent has zero test files (PARITY-Scoreboard.md's one near-red item, "covered indirectly by internal/cli").
