Windows parity: named-pipe IPC, worker reaper, sandbox successor, go test on Windows #364

Per docs/WINDOWS.md and the build-tag inventory:

  • Named-pipe daemon IPC always returns ErrNotImplemented (internal/platform/listener_windows.go:47-61); the winio recipe is documented but unimplemented — TUI is TCP-only on Windows.
  • Worker reaping: internal/pipeline/reaper_windows.go:14-16 killStaleProcessTree always returns false; spawn/proc_unix.go process-tree kill is unix-only — stale workers are never killable on Windows.
  • Worker sandbox: DEVAGENT_SANDBOX=seatbelt is darwin-only; the Windows successor (Job Objects / AppContainer) is "unimplemented and untracked" (WINDOWS.md:75-89) — needs a tracked design.
  • CI runs go vet/build cross-targets but no go test on Windows (WINDOWS.md:113-122); platform-specific build-tag files (platform/pipeline/scout/spawn/herdr/loopdriver/tui) are untested on the target OS.

Done when: each bullet has either an implementation or a tracked follow-up with a design note; a Windows test job exists for the platform-tagged packages.
