Port herdr-sweep --orphan-brokers to Go (spec'd in HERDR.md, flag rejected) #360

docs/HERDR.md status note (2026-09-13): the orphaned-broker class is "documented, not yet ported to Go... shipped in the Node implementation retired by #205 and has no Go counterpart, so nothing below runs." devagent herdr-sweep --orphan-brokers is rejected as an unknown flag by the current binary.

Why it matters: the orphan __omp_worker_daemon_broker leak pinned ~1.3 GiB of brokers before; killing one wrongly took the daemon down on 2026-09-08 — which is why the written contract matters (evidence-only detection, unanswered-probe rule, operator-invoked only).

Done when: --orphan-brokers exists behind the HERDR.md contract (detect on collector evidence only, never on the pane process-info probe class; operator-invoked), with tests against broker fixtures — noting HERDR.md's test-honesty caveat that the old Node stubs "stayed green while live reaping matched nothing".
