feat(qemu): publish the aarch64 runtime bundle and release 2.5.20

Follow-up to #1352.

• qemu-runtime-bundle.yml built and self-tested the aarch64 bundle on a native arm64 runner (43 libraries, 4.1 MB); both QEMU binaries start against it with the apt packages removed. It is uploaded to the qemu-linux-runtime-v1 release and pinned here by sha256.
• linux-arm64 hosts now get the same automatic provisioning x86_64 hosts already had, instead of the "install libslirp0/libsdl2/libpixman yourself" error.
• Version bump to 2.5.20 so consumers can pick up QEMU runtime provisioning (FastLED's QEMU workflows drop their apt step against this release).
