feat(qemu): publish the aarch64 runtime bundle and release 2.5.20 - #1355

The aarch64 bundle is now built and self-tested by qemu-runtime-bundle.yml on a native arm64 runner (43 libraries, 4.1 MB), uploaded to the qemu-linux-runtime-v1 release, and pinned here by sha256. linux-arm64 hosts that cannot start Espressif QEMU on their own now get the same automatic provisioning x86_64 hosts already had, instead of an error telling them to apt-get the libraries. Version bump to 2.5.20 so consumers can pick up QEMU runtime provisioning. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
