Preserve published third-party notices in macOS bundle Resources. Use the exact Artifact Signing certificate publisher only for signed MSIX builds, retaining development identity and local signing behavior. Co-authored-by: Copilot App <223556219+Copilot@users.noreply.github.com>

Keep WinApp setup and status messages visible without treating them as package results. Discover the unsigned and signed fixture MSIX files from the build output directory so fresh CI runners retain the exact artifact-count assertions. Fix the packaging failures in Build Terminal run 36650834768.
Preserve all published third-party notices in macOS bundle
Contents/Resources, keeping legal text intact andContents/MacOScode-only. For signed MSIX builds, generate the manifest with the exact Artifact Signing certificate subject and validate the package and signer against it. Development identity, local certificate generation, unsigned CI, and unsigned dry runs remain unchanged.Add packaging regressions and retain unsigned MSIX inputs plus AppxPackaging diagnostics on failures. Remove the unsupported AXCD-corruption claim; no psign change is needed.
Validation: real WinApp CLI 0.6.1/Windows SDK local signing and verification passed for x64 and ARM64, including reproduction of the old publisher's
0x8007000Bfailure. Package tests passed (12/12), both macOS layout fixtures and all eight signing-mode cases passed, and syntax/diff checks passed. Native macOS codesign and production Azure signing were not rerun.
