… path (#4328) * feat(liquidity): reactivate Ethereum/ZCHF rule and arm MEXC ZCHF sell path Prod-only data migration. Reactivate the dormant Ethereum/ZCHF liquidity rule (status Inactive -> Active, maximal 10000000 -> 10000, the last operational value; minimal/optimal already 0/100) so surplus ZCHF above the corridor is offloaded toward MEXC again, and arm the MEXC ZCHF -> USDT sell path (rule thresholds 0/0/500, sendNotifications on, sell action liquidityLimited=true). Guarded to ENVIRONMENT === 'prd' (same rationale as the Bank Frick data migrations): an active fund-moving rule would make the every-minute liquidity cron fail on dev/loc/CI without MEXC/DEX credentials. Rules are keyed by asset uniqueName; up() has fail-loud pre/post-conditions, down() reverses. * refactor(liquidity): English migration comments and assert sendNotifications pre/post-state
