implement !comment in albedo code #716
Description
Either way going from ESM1.5/CM2 to ESM1.6/AM3 we have made a science change here.
We perhaps need to put a comment (line 87) in surface_albedosn along the lines of - "SoilTemp is the temperature of uppermost layer of lake, a good metric for whether lake has frozen or not"
