What behaviour is observed?
When EMAIL_OPTIONAL is enabled, you can add email to your account without any confirmation, when beeing registered.
But if you dont add email on register and want to add it later you are forced to confirm it - additional action which do not occur on registration.
Expected behaviour
Do not expect email confirmal, when EMAIL_OPTIONAL is enabled
