[ci] adopt the verified configuration documentation gate (STAR-93)

Shared module CI still fetched the old doccov parser after STAR-93 merged. Pin the verified host-only/secret-aware parser so downstream configuration gates use the corrected accessor contract. Remove the completed one-time baseline dispatch path; normal tool coverage uploads remain enabled.

Refs STAR-93 and PLAN-CI. Local build, race tests, vet and formatting pass; the reusable workflow self-test and actual downstream doccov invocations validate the pin.
