Public consumers without a stored Codecov token silently fail coverage uploads, so their PRs never receive codecov/project and codecov/patch results. Authenticate uploads with GitHub's short-lived OIDC identity and exercise the required caller permissions in meta's self-test. This repairs PLAN-CI; coverage gates and upload outage semantics are unchanged.

Validation: build, race tests twice, vet, gofmt. The reusable workflow self-test checks Linux/macOS/Windows on the floor and current Go release before consumers adopt the new pin. No persistent credential is added.
