WS-D.3: cli PR #62 (cross-repo fresh-shell PATH-persistence guard for install.sh) rotted 6 weeks on queue mechanics; verified MERGEABLE. Rebase-review and merge (or explicitly close) — HUMAN action, Claude does not merge PRs. Its cross-repo pattern is the precedent WS-C.2/WS-D.1 reuse.
