New Guard Range SEXP Should have scripting access

Guard Range SEXP had scripting access but #7606 updated the logic and removed the scripting access since the author did not have time to add it and wanted to allow FREDERs to use the updated sexp sooner rather than later. The scripting access should be added back in for 26.2
