Clarify CPython version support plan

Hello,

I was curious if you have a set policy for CPython version support?
In particular if you are planning on supporting all non-EOL CPython versions going forward? And if you see any conflict with that is supported in https://github.com/pytorch/pytorch/blob/main/RELEASE.md#python ?

Hi @albanD; we've not had a policy so far, but the de facto status is that we are supporting all non-EOL versions of Python. I am happy to formalize that policy if that would be helpful.
