ci: switch autopublish to rainix-autopublish reusable

Replaces float's 118-line package-release.yaml with a thin caller of rainlanguage/rainix#178 once that lands.

The reusable handles cargo (crate=rain-math-float) + npm (@rainlanguage/float). Float-side soldeer publishing stays in publish-soldeer.yaml (tag-triggered, separate from the rust/npm path).
