Use _Py_PACK_VERSION() (#193)

* Enable test_float_pack() on Python versions other than 3.11.
* Enable test_vectorcall() in all cases.
* In comments, drop "a1" (alpha) and "b2" (beta) suffixes.
  Just write "Python 3.x" instead.
