feat(ui): add anchor linking support to CodeTabs component

The CodeTabs component lacks deep linking support. When users click on a search result that targets a specific code tab, the page jumps to the top instead of the exact tab.

Adding deep linking to the tabs will allow direct navigation to specific tab using the URL as source of truth.

Hi, I’d like to work on this. I’ll keep the change focused on making CodeTabs use the URL fragment as the source of truth, with tests for initial deep links, tab changes, and hash navigation. I’ll also make sure multiple CodeTabs on one page do not collide. Please let me know if you want a specific fragment format.

Regarding the fragment format, we can let the user send an optional prop groupId, then use it like ${groupId}-${index}, and for fallback (if he didn't send groupId), we can use its key ${language}-${index}.
