`node-test-pull-request` failure when all jobs succeed

https://ci.nodejs.org/job/node-test-pull-request/76917/ reports a failure testing nodejs/node#65750 although all of the jobs are showing green ticks.
There is no "Resume build" option available.

Is this the same issue as #4449 ?

Based on:

I'd be inclined to put that down to a random networking problem.

Could I have just done a Retry on node-test-pull-request instead of a Rebuild? I still have a lot to learn about working with Jenkins!
