Localized topic names on non-English locales revert to English #3286

Background:
Localized topic names on non-English locales are displayed correctly on SUMO topic pages, but revert to English when viewing an article within the same topic. This appears to be SUMO-wide and is not specific to the Japanese locale; the same behavior was and can still be reproduced on additional locales. (The German and Spanish locales were tested as well to confirm.)

This is a high priority issue that will prevent completion of work scheduled for the GRO efforts. We need to have this issue addressed before localized string validation begins September 15th, as this can negatively impact that validation by creating false positives.

Steps to reproduce:

  1. Visit a localized SUMO topic page (for example: the Japanese "Privacy and security" topic: https://support.mozilla.org/ja/products/firefox/privacy-and-security).
  2. Confirm that the topic name is correctly translated.
  3. Open an article within that topic (for example: https://support.mozilla.org/ja/kb/firefox-terms-of-use-faq).
  4. View the topic/category name displayed on the article page.
    The same behavior can also be reproduced on other non-English locales with topics that have been translated/localized.
    Current result:
    The localized topic names revert to English on article pages.
    Expected result:
    The localized topic name should persist when viewing articles within that topic.
