Installation wizard Service Agreement and Privacy Statement links are empty

Description

On the installation wizard welcome page, selecting either Service Agreement or Privacy Statement opens an empty link/page instead of the corresponding document.

Steps to reproduce

1. Launch MicroClawSetup.exe from Release workflow run #2.
2. Wait for the MicroClaw installation wizard welcome page to appear.
3. Select Service Agreement.
4. Select Privacy Statement.

Actual behavior

Both links are empty and do not display their respective content.

Expected behavior

Each link should open a valid, populated Service Agreement or Privacy Statement page/document.

Environment

• Windows 11, 64-bit
• Workflow run: Release Bump fast-uri from 3.1.0 to 3.1.2 in /desktop #2
