Load all projects user authorized to see in projects dropdown list on Add Network Permission page. Also enable the page size and search feature to search the list behind the default load

Description

This PR is to let admin users to select, search the all authorized projects in the project drop down list on Add Network page. Previously this only loads the projects which are belongs to the user, so the user can't see all possible authorized list. This is changed by updating the UI with the one of the default parameter to the listProjects API.
