Scrolling the card browser is jittery

What are the steps to reproduce this bug?

Scroll slowly otherwise it's not noticable. I have attached a video and a deck which you can use to test.

Expected behaviour

Smooth scrolling that doesn't hurt the eyes.

Honestly, I think enforcing a constant row height (which the user can choose) is the best option here. It'd also fix #19480 and probably make scrolling more pleasant, at the cost of optionally wasted space.
