Getting error for start.bat

Describe the bug
nul && python -m pip install -r requirements-voice-gpu.txt' failed with exit status code '1'.

To Reproduce
run start.bat in elevated command prompt

Expected behavior
Voicepro app starts

Same problem. If I run
python.exe -m pip install --upgrade pip
pip is upgraded without problem. Running again start.bat gives the same error.
