Thanks for reporting this problem.
WeMoveEU does not use CiviCRM anymore, as a result this extension is not maintained anymore by the organisation.

As @rthouvenin said, they aren't using it (but I know some other organisations are still relying on it). Would you have the capacity to step up and potentially take over the maintenance?

It's likely a simple fix to wire the api and underlying logic into a new smarty v3 equivalent of what does the crmAPI template (that in itself is basically only calling the api, that would still work the same)
