OpenWeatherAPI -> Google Maps Weather API

Will simplify down the number of external services we're dependent on. Also seems that OpenWeather not always most accurate. Impl should go in maps.ts, and davis/functions/getWeather.ts also probably would need to be updated.

So are you thinking multiple services for this one as well or direct replacement?
