In order to allow GLOWS L3e data to be plotted in CAVA, add an epoch_delta variable to make the data point cover the duration of the repointing. The epoch should be the center of the repointing, and the epoch delta should be the distance from that to the start or end of the repointing.
(Without this information, CAVA does not know the time range covered by the single data point in an L3e file)
