Replace devbox with mise?

Pros

• Mise can replace everything we use devbox for, and does not depend on nix, direnv, or process-compose
• Mise is more popular and more actively developed
• Faster/smaller builds in CI? (no nix overhead)

Cons

• Devbox ain't broke (this will take some effort to replace; might not be worth the effort relative to other things we might do)
